On 2944.03.11, a new system was submitted to the Department of Transportation & Navigation by Usuni Colo. When the jump data and system were verified, an assessment team was sent to survey the system for indigenous life and candidates for terraforming.
They discovered that the third planet in the system would require minimal changes in order to make it habitable for Humans. It was only when the assessors began to study this planet did they discover untouched Tevarin cities, seemingly abandoned since the end of the first Tevarin War.
My division was contacted immediately. I arrived on-site and secured the cities and searched for possible inhabitants. We found no one, but did discover an underground cache of old Tevarin tech. Among that tech, we found weapons that had been manufactured within the past ten to fifteen years.
High Command deemed it necessary to suppress the discovery of the system until we knew what we had found, which is what brought me to you.
The volume of the weapons stockpiled could either imply a stolen weapons dealer who was simply using the system as a personal cache, or could be a source for someone trying to build an army. I want to be thorough before presenting my findings to High Command.
In short, I want to know if you have any politically radical Tevarin on file that would fit the profile of someone who would want to fuel insurrection against the Empire. We are also interested in any Humans or other persons of interest who have expressed sympathies to the Tevarin and would be motivated to launch an attack on their behalf.

Thank you for clarifying. While I can provide you with information regarding criminal elements that live outside of UEE space, I’m afraid I cannot generate a list for any Tevarin or Humans living within the UEE unless this becomes an official investigation, as that would be an infraction of the rights guaranteed under the Hostilities Cessation Pact of 2610.
As you clearly have ample cause to instigate such an investigation, I will await an official order.

I admire your integrity. However, I do not share your belief that an official investigation could remain covert. To be candid, the Advocacy does not have the greatest reputation in that regard.
I will not risk alerting a potential insurrectionist movement that we’re on to them. Squandering this opportunity could put more lives in danger down the line.
