Organized as the "governing body for illegality", The Council are a shadowy group comprised of representatives from syndicates, gangs and outlaws who mandate criminal activity throughout the systems. This should not be mistaken for meaning that there is peace between gangs. The syndicates of the 'verse are always looking for loyal soldiers who will hurt their competition and tip the scales of power in their favor. Diametrically opposed to, and enemies with the Mercenary Guild. Their motto is "Vive ut vivas", which is Latin for "Live that you may live," and it can be found inscribed in the currency the Council uses to compensate its members.

This is intended to be one of six guilds present in 1.0. Players can gain reputation with them to unlock exclusive rewards. Orgs can also affiliate with a guild for certain perks.
